Why is 23b not visible in the list of contents

I just added a number of numbers, titles, and first lines to SOB2013, and for some reason while I added 20, only 19 are visible. Compare the top and bottom halves of https://hymnary.org/files/hymnary/image/23b%20issue.jpg ...

Add 23b using the "Add New hymn text instance" link in the left side bar, or upload another spreadsheet.
